This is a particularly bad example for a Rust package for two reasons:

"fedpkg local" only works because you build with vendored sources
(without following the bundling guidelines, i.e. declaring bundled
dependencies).
The package also builds in a way that does not respect default Fedora
compiler flags (see
https://bugzilla.redhat.com/show_bug.cgi?id=2167235).
