Hi David,

binutils-2.31-18.fc40 didn't land in f40 as Bodhi CI gating marked it
as failed. The failures don't seem to be related to binutils package
itself. Seems like CI test is/was broken, or maybe a temporary network
issue, or something else.

It looks like rpminspect does not like two of the licenses used
by the binutils:

  BAD
  Unapproved license in binutils-2.41-19.fc40.src:
  GPL-2.0-or-later LGPL-2.1-or-later

Which seems wrong to me, since they are listed in the allowed
licenses list for Fedora.  I'll ask David Cantrell about it.
