I just wanted to point out that the packaging guidelines have pointed
users to the document for quite some time (early 2019) in this section:
https://docs.fedoraproject.org/en-US/packaging-guidelines/RPMMacros/#_macros_providing_compiler_and_linker_flags

Of course the process for getting guidelines updated has changed
significantly since the documents were living in the wiki; anyone can
submit a PR and thanks to the effort of the docs team, even the "Edit
this page" link lets you fork, edit and send a PR for a page.

gist is that processes have changed to make things much easier, but the
ultimate decision as to whether these things actually live in the
packaging guidelines or not is entirely up to Florian.  Any such move
necessarily adds some complexity and extra work
