They can be... VERY BIG. ;) 

Just looking at gcc... the last f39 build on x86_64 is about 93MB. 
It looks like from comments in the script that bugzilla has a 32MB
limit.

I think we used to include more or the entire thing, but people
complained that they didn't want that in the bug and could just look at
the buildsystem? So, this was a compromise.

But yeah, we could be smarter about it. Perhaps have some cutoff?
