Gaps in release numbering are just not neat. To me, they create an
unnecessary confusion. Each bump in Release field should have a
corresponding build in koji and it makes me wonder why if it doesn't.

I've written code in BASIC back in the day. This comment is irrelevant
to the issue at hand.
