What I do not understand is why a Change that wants to change the default 
GCC flags is even under discussion at all without the buy-in from the GCC 
maintainers. This is a GCC Change and as such IMHO GCC maintainers should be 
the only ones allowed to propose it (or at least, the GCC maintainers' 
approval ought to be a mandatory precondition for proposing it). Without you 
GCC maintainers' buy-in, it should just be summarily rejected.
