That also affects modules where a stream is usally built and delivered into
multiple Fedora releases. While it is possible to use conditions in spec
files, and that would fix License tags in the modular RPM packages, a license
declaration on module level does not support any conditions, hence a module
license will always be shared among multiple Fedora releases.

If we want to adhere to this proposed change, modules will need to keep using
the old Fedora identifiers until the death of F37.
