I don't think so. The main reason is that data on any list gets outdated immediately.

Usually it is best to work on a package you are using yourself or some tech you find fascinating. Once you start looking you'll find outdated Fedora packages almost immediately and you can start submitting some version updates via pull requests.

You might notice non-responsive maintainers - otherwise these packages probably would have been updated already. However you send an email to this list (or some other Fedorian you trust) to get help.

Once you are familiar with Fedora's processes and you still have free time you can also help tackling bigger issues (e.g. packaging .NET, getting a working AMD ROCm stack, helping with reproducible builds, ...) but I guess these projects are not a good fit for a "newcomer".
