I personally don't think that's a high enough bar to retain proven
packager, I think people should be actively involved in the project.

That doesn't work TBH, people don't actively drop privs "just in
case", we should have some real stats behind this, we're better off
being active in the adjustment of things like this rather than
attempting to bold the gate shut long after the horses have bolted!
