Even if inodes are different, data blocks can be reused. The filesystem is readonly so there is no COW complication. I've tried to have a dir with 9 hardinked copies of a 9MB file. A simple mkisofs -o ../test.iso gave me a 10MB iso file (instead of >80MB).
