Hello,

What are versions of rpkg and python3-rpkg in your system? By the way,
do you use that command for something actually?

$ rpm -qa | grep rpkg
python3-rpkg-1.61-1.fc32.noarch
rpkg-2.7-5.fc32.noarch
rpkg-common-1.61-1.fc32.noarch

$ rpkg build NBEMS-testing
__init__() got an unexpected keyword argument 'kojiconfig'

That's when I tried running it by itself to see what would happen.
