We could push all the testing updates stable at the end... but...
that means there would be a flood of changes of things that didn't meed
testing requirements, and additionally we could never fix any problems
that happen because of that.
Perhaps it would be better to unpush all the pending ones at eol?
Well, what I envision is more of shutting down builds first, and then updates later, more of a staged response instead of shutting everything down at one time.
