I know for sure those packages link to libpython unnecessarily just because their cmake build script does so. The fix is simple:

https://src.fedoraproject.org/rpms/libarcus/pull-request/8

But I didn't want to carry this downstream only and my cmake skills are basically zero, so I don't know how to adapt the cmake file to support both pre-3.8 and 3.8+ use cases (which is necessary to make the fix upstreamable).

Help from cmake experts would be appreciated.
