I can verify this. I wonder if it could be considered a bug in dnf or the solver. The problem seems to be about having an update available for boost-system. I started with a clean install of the release F32 from live media. If the update repos are not enabled, then installing will use the regular boost packages. But if update repos are enabled and the boost-system update is available, then it will pick the boost169 packages. If the update repos are enabled and boost-system is up-to-date, then it will use the regular boost packages.
