I can imagine, that it is a realistic scenario for the US, but not in
the rest of the free world.

I.e. here in Germany, you find static ips, which would be mandatory for
a public dns cache,
or did you mean public as in "public places"? , mainly in companies and
they won't share theire bandwidth
for a public dns cache. Some private people and organizations run free
open dns caches on science centers,
but thats about it. That google (or anyone else) gave them money to
redirect to i.e. 8.8.8.8 is hard to believe.

Concerns about privacy + google/facebook/younameit are wide spread in
europe, which is totally different in the us, as far as I heard.
