I.e. here in Germany, you find static ips, which would be mandatory for a public dns cache, or did you mean public as in "public places"? , mainly in companies and they won't share theire bandwidth for a public dns cache. Some private people and organizations run free open dns caches on science centers, but thats about it. That google (or anyone else) gave them money to redirect to i.e. 8.8.8.8 is hard to believe.
