If I have RPM foo-1 installed that obsoletes bar, then rpm --upgrade foo-2 that doesn't obsolete anything, whether or not I can install bar-1 at this point defines brokenness in my book as DNF to me is supposed to add value (mostly networked depsolving) on top of RPM and not go against it.
