FWIW, "rpm-ostree kargs" is already a CLI and DBus API to change the kernel arguments that we expect people to use on rpm-ostree based systems.  At some point we're likely to mount /boot read-only by default to enforce these sorts of things.  And probably start wrapping traditional tools to redirect them.
