Well, IMHO, this is to allow the maintainer to come back and resume work
without having to re-request access to all their packages.

Anyones account could be compromised anytime, I'm not sure inactive
people are more at risk.

It did happen. Any package where they were point of contact (Main admin)
was changed to 'orphan'. It would be odd to change the point of contact
on packages they aren't the main point of contact on.

Anyhow, I think we need to revamp the unresponsive maintainer process,
but it's unclear to what. Proposals welcome.
