Everything that was not rebuilt after 2018-02-06 01:20:06.000000 is
considered a Fedora 28 FTBFS because it was the cutoff date for the
Fedora 28 mass rebuild. However, the mass rebuild failed to start a
build for all packages and it seems that fish was not rebuilt in the
mass rebuild according to
https://koji.fedoraproject.org/koji/packageinfo?packageID=1732

To get some information about the status of the packages I submitted a
new build of them. Since Fedora 28 is now released/Rawhide is now Fedora
29, the builds target Fedora 29. The easiest way to avoid this is to
make sure that there is a successful build after the time specified
above and it seems that you created such a build.
