Java can all live in a java repository. There is a vast amount of it and we don't have room. Not only that but a java repository set has a natural focus and since most of it is in java it can run asynchronously to the OS updates too
I think that it makes sense to have just a JVM in the base distro.
Of course, we don't really have a JVM, last time I checked.
But, in theory, it makes sense to have a JVM in the distro, with all the java stuff somewhere else.
