Hello, 
IMHO, also in https://fedoraproject.org/wiki/Changes/BINUTILS2291 or
should link to  https://src.fedoraproject.org/rpms/redhat-rpm-config/bl
ob/master/f/buildflags.md or should mention that we may use: 
%undefine _strict_symbol_defs_build
