IMHO, also in https://fedoraproject.org/wiki/Changes/BINUTILS2291 or

ob/master/f/buildflags.md or should mention that we may use:
%undefine _strict_symbol_defs_build

The change was reverted, so this is currently not necessary.

The next change will discuss remedies.
