Well, not 'all' of it. The first run of dnf downloads an especially
large amount of metadata as it gets the metadata for the frozen release
repository ('fedora'). That never changes, so it only ever needs to get
downloaded once. Subsequent runs will only need to update the metadata
for the 'updates' and 'updates-testing' repositories, which is smaller.
