In theory yes.  In practice (in my experience so far), it's still not very 
practical to go through the process of:
* fork
* commit
* file PR
for anything more than a handful of packages.

Unless, anyone knows of a way to (semi?)automate the step of forking, 
besides going through pagure web UI with quite a few clicks and waiting.
