The mpfr package already exists in Fedora, so a review request is not the way to go. That's for introducing new packages into Fedora. What you want to do is get the attention of one of the mpfr package maintainers and ask to become a comaintainer. The nominal point of contact for that package, according to https://apps.fedoraproject.org/packages/mpfr/overview/, is pcahyna: https://bodhi.fedoraproject.org/users/pcahyna. Most of the recent updates to mpfr have been made by user fkluknav (Frantisek Kluknavsky). If you haven't already, read through this: https://fedoraproject.org/wiki/Join_the_package_collection_maintainers, and in particular this page: https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group.
