"If a retired package needs to be removed from end user machines
because it causes dependency issues which interfere with upgrades or is
otherwise harmful, a packager MAY request that an Obsoletes: be added
to fedora-obsolete-packages. Simply file a bugzilla ticket here,
including information on which package needs to be obsoleted and the
reasons why it cannot be allowed to remain installed."
