As a Change wrangler, I typically ask Change owner(s) to postpone such a Change to a next release. In case the owner(s) wants to have the Change in the current release (even the deadline is over) I ask FESCo to review and make a decision. So, whether a Change, being proposed late i the process, will be accepted or not is evaluated case by case. I do not think it will be wise to enforce the process in a hard way. There always might be a Change we need to have included (for marketing purposes, security issues, etc.) even it breaks the process. On the other hand we should stick to the process as much as possible and do exceptions just in case it is really necessary and we see the benefit of it.
