Not always, unless we have https://fedorahosted.org/bodhi/ticket/663 fixed first. Packages which depend like: A -> concrete_version_of(B) -> concrete_version_of(C) .. are now updated in "batches". People interested in 'C' give karma to 'C', but also approve 'A' and 'B' (without paying attention to test those packages independently). But breaking 'A' or 'B' breaks stable release anyway. So batched update _increases_ the risk of a "botched" update.
