That's just my personal favorite. The RPM standard is whatever RPM is doing right now.
While that may be true operationally (the switch in hash algorithms away
from md5 that forced extra steps backporting to EL5 was annoying), the
bigger issue is probably spec file design.
It's possible to create spec files (and thus SRPMs) mostly-compatible
with a wide variety of different downstream uses. This is a good ideal
to keep striving towards.
