Can anyone explain why the feature works for Logout, but doesn't work
for Restart or Shutdown when initiated in the logged in shell session?

KillUserProcesses true does not kill user gdm session on restart,
restart hangs 1m30s

I'm not running anything exotic. But from my perspective the feature
isn't working as designed, and in the meantime is going to burden
other processes with changes that are in the interim pointless if this
turns out to not be an effective way of solving the problem.

The other question is whether sudo should be modified to put privilege
escalated processes into a different session so that they aren't
killed? A privilege escalated program doesn't really seem to me it
ought to be found in my user session anyway.
