So, at the Council meeting today, we unanimously approved this as a
Fedora Objective. Logs here:

The Modularity initiative overall could lead to some very fundamental
change to how and what we do as a project — but for now, this is an
exploratory initiative. We felt like people will have a lot more to say
once we have actual prototypes to poke at, and creating those is what
this is all about. Langdon says that this will be developed in an agile
fashion, which, if you're not up on the buzzwords, in a practical sense
means that there will be concrete output with demos every couple weeks.

In the next month or so, Langdon will be doing a "grand tour" of
Working Groups and SIGs and other stakeholders to make sure everyone is
on board. And forming the new Modularity WG, as well.
