Not true.

While "rpm -q --whatprovides …" queries follow symlinks, the same
cannot be said about dependencies in repodata. Watch this:

  # repoquery --whatprovides /usr/bin/sed
  #

  # rpmls sed|grep bin
  -rwxr-xr-x  /bin/sed

  # repoquery --whatprovides /bin/sed
  sed-0:4.2.2-11.fc23.x86_64

  # repoquery --whatrequires /usr/bin/sed|wc -l
  0
  # repoquery --whatrequires /bin/sed|wc -l
  11
