Yeah, this is all somewhat in flux.

info. 

Basically Fedora, due to it's rapid cycle can just move to a new python
3.x on new versions. EPEL doesn't have that since release cycles are
very very long, so we needed a way to move from 3.4 to 3.5 without
changing things on people when they were not ready.
