You will need to change the ownership model of packages in the
distribution if you want to change that and related expectations
regarding individual ownership.

Until you do you should expect others to expect relevant maintainer(s)

how do you come to that weird conclusion?

surely, one can say "not my package, not my problem" but that's ignorant and needs no guidelines and policies - sanity should be enough
