and does the check and then removes the unpackaged stuff?

That's certainly possible but as it says at the bottom of the wiki page, sometimes things break and need manual intervention (unless we should assume -tolerant). Also, it can be nice to keep the abi dumps around so the one that's "new" this time will become the "old" one when the next version from upstream.
