True, but I'm having trouble imaging a case where someone wants fail2ban and
an MTA but really objects to having mailx installed, or wants fail2ban and
mailx but really objects to an MTA.

Which actually I think argues for not bothering to subpackage it, doesn't
it? It'll be either there or not.
