Shame on you, Apache. Doing a bit more digging around, I found 'as3compile' as a part of swftools, which looks like what we'd want as a F/OSS ActionScript compiler. However, swftools is in rpmfusion as it apparently has a dependency on lame: https://bugzilla.rpmfusion.org/show_bug.cgi?id=1252 swfupload wouldn't actually need any kind of mp3 support, I don't think, so we could theoretically build it with an as3compile without the lame stuff (and hence safe for Fedora). But I'm not sure if we want to go through that trouble. As plupload is a .sh not a .as3 I *think* we may be able to build it with swfc.
