People who are inclined to do non-trivial contributions to ARM will probably just go out and buy some ARM hardware themselves, particularly given how cheaply you can obtain the hardware. For others, having a central pool of Fedora managed/owned ARM hardware they can get temporary access to for the purpose of troubleshooting is likely a better use of limited funds.
