Security-critical updates are already tagged as such, aren't they? So users 
are already able to defer installing non-critical updates to a point in time 
where it's convenient for them. There's even a yum plugin for that.

Maybe the existing tools could be enhanced but changing stuff on the repo side? 
I'm not so sure...
