I want to make the upgrade between apache traffic server v3.0 and 3.2
as smooth as possible. There were a couple of state-files that had
incompatible changes between these releases, so they need to be
deleted while v3.0 is down, before 3.2 is started.

Ref: https://cwiki.apache.org/confluence/display/TS/Upgrading+to+3.2

This will probably only be done for EPEL6. v3.2.x was already included
in f18, and I don't think I'll bother requesting the incompatible
upgrade for f17 or older..
