For openSUSE we're currently doing it in a "lightweight" fashion,
i.e. no movement of directories (until rpm learns do deal with
those) and no big /bin -> /usr/bin symlink.

(We're mostly doing it because to provide some kind of Fedora
compatibility for 3rd parties.)
