We don't really need absolute automation - if a package is not
actively maintained but nobody notices, does it really matter?[1]

The case that has motivated this particular thread could be handled by
FESCo declaring that $feature is a "must-have" for F17, and the
feature owner collecting a list of packages that were not updated
despite a specified amount of interaction and offers to help.  Then,
for F17, work with that list.  (And there are even various levels of
"must have"-ness - e.g. keep the package but blacklist it from any of
the shipped spins.)

[1] It does matter because there is a risk of security vulnerabilities
being unaddressed - but, hopefully, at least for the frequently used
packages somebody would notice.
