GStreamer FLAC to Ogg conversion corrupts audio data stream

Symptoms: Ogg files created from FLAC files using GStreamer contain stream
errors, which either make them refuse to play in some devices or result
in tiny interruptions during playback. Sometimes it isn't obvious that a
file is corrupted, especially not if one doesn't listen to the file from
start till end, e.g. when adding something to a personal music archive.
That makes the bug even worse.

Monty has attached [working] patches to both tickets quickly after I had
added a comment to various tickets spread throughout trackers at xiph.org
and launchpad, but there seems to be a little bit of disagreement about
whether other parts of GStreamer should be patched similarly.

Who can help with moving forward here especially wrt fixing Fedora?
