You're either just practising some troll skills or pedantry. :-/ The separate "bar" package still is entirely irrelevant up to the point when it is updated/upgraded and actually needs new symbols found only in a latest library update. Then we're back at https://fedoraproject.org/wiki/Packaging:Guidelines#Explicit_Requires and you're free to act accordingly.
