No, there isn't, because of a subpackage dependency with full NEVR, even
if that may not be needed as a default. Elsewhere in this thread, Rex Dieter
has also recommended that one with this rationale:

So, I think I understand your mission now. You're either just practising
some troll skills or pedantry. :-/

The separate "bar" package still is entirely irrelevant up to the point
when it is updated/upgraded and actually needs new symbols found only
in a latest library update. Then we're back at
https://fedoraproject.org/wiki/Packaging:Guidelines#Explicit_Requires
and you're free to act accordingly.

If you prefer Explicit Library NEVR Requires in _all_ packages, take that
up with the packaging committee.
