Late to the party with this response but here it is anyway.

I'd suggest switching to magnet links. They would negate the need for a 
tracker and the need for serving a .torrent file.

Without a need for a tracker server the deluge-web client might work for 
you as a primary seed. If that isn't good enough you could whip out 
something custom for Fedora to talk to the deluge-daemon to control it.
