Kernel developers try to solve known regressions before the release and so does Fedora. The problem with have distribution level dictators is the potential for abuse of power. I don't think you want that. Atleast in this case, the bug was actually filed long after the release and hence wasn't a known regression that was ignored. I don't think you can blame Fedora here.
