My issue was to create a WLAN connection with NM which should be active event i may not logged on in a graphical environment. Now I have found out, that I can do this task by starting nm-connection-editor as root. In the graphical environment I could define my WLAN connection and checked the 'For use to all users' button. After a reboot, I could found out, that I'm connected to the WLAN in the text mode and that NM has created ifcfg-<xxx> and keys-<xxx> files.
