To one who has no bug tracker account upstream, it's not just a matter of
filling out "the" form, and if the tracker isn't a Bugzilla, he'll likely
have to learn a new form and filing protocol.

OTOH, likely the bug owner does have the upstream account, and could file a
bug there pointing the the RedHat one for details in a minute or two.
