Users can, and do, also install tar.gz packages, bypassing the packaging system altogether. And making a more heterogenous set of individualized custom spins is not what you want to do for enterprise products in production environments. So the part of Red Hat that is geared towards enterprise level products has to focus on that. An open question is if all of fedora should be following that route as well. You favour that approach.
