I'm sure many people are using it illegally. But the biggest problem with the format is that there is no Free as in speech decompressor for it. The "freeware" unrar, while "free as in beer", has quite outrageous licensing restrictions. Just say "no" to proprietary software!) But for a more constructive suggestion: use p7zip instead. It can also build self-extracting archives, you just need the self-extracting stub from the W32 distribution of 7-Zip. And it's all LGPL (except the unrar plugin, see above; the Fedora p7zip package doesn't ship that plugin for this reason).
